Rauner Signs Executive Order Removing Layer in State Hiring Process

Governor Bruce Rauner has signed an executive order removing a requirement for the Governor’s Office to review and approve the hiring and promotion decisions of Rutan-covered positions in state agencies.

Thursday’s Executive Order 15-16 rescinds a 2003 Order. The Rauner administration says the system was inefficient, contributing to delays in hiring and promotion decisions, and had become a tool for patronage hiring under previous administrations.  A review by CMS and the Governor’s Office of Management and Budget had recommended a discontinuation of the review by the Governor’s Office of Rutan hiring decisions.

The order also requires all employment and personal services contracts going forward to allow the State of Illinois to terminate those contracts without penalty.
